Senate Bill 211 was introduced today by Senator Bill Holtzclaw (R-Madison) and includes 10 cosponsors. It was assigned to the Fiscal Responsibility and Economic Development Committee. House Bill 176 was also introduced today by Representative Anthony Daniels (R-Huntsville) and includes 46 cosponsors. It was assigned to the House Economic Development and Tourism Committee.
These bills are identical and follow the recommendations of the Alabama Alcoholic Beverage Study Commission. The major changes include:
- Allowing brewpubs and breweries to sell up to 288 ounces per person per day direct to consumers for off-premise consumption
- Allowing brewpubs and breweries to deliver up to 2 kegs to charitable, nonprofit events
- Removing the requirement that brewpubs be located in a historic building or historic site, or in an economically distressed area
- Removing the requirement that brewpubs be located only in a county where beer was brewed for public consumption prior to the ratification of the 18th Amendment to the US Constitution.
We anticipate committee meetings concerning these bills as early as next week. We also anticipate quick passage of this legislation through the state legislature and delivery to the Governor.
